Need to drain the tubes

I have a 2012 Sweetwater pontoon. Had welding repairs done to the tubes last fall. I can still hear water in the tube sloshing about. I need to get the water removed, as I don't know if its leftover water or taking on new water.
Internet searches provide way too many varied responses on how to do this.
I have 3 drain plugs on top of each tube (one for each compartment). There are none on the bottom.
-Can I open and use these plugs to remove siphon the water out?
-Do the compartments have to be re-pressurized after I do this?
-If yes, what PSI ? (I saw 5-6 psi)
-How do I seal this up without losing the pressure?
