speed of 200hp engine

I recently purchased a godfrey Monaco 255 sfl tritoon with a 200hp yamaha engine. We were told the pontoon would go 40mph to 45mph depending on load and water conditions. It is topping out at 33mph with just 2 people on it with nice water and weather conditions. were we lied to or could there possibly be something wrong? the prop is still like new.

    What year is it?  Does it have the lifting strakes?  My 2286 SBX with Yamaha 150 SHO tops out at 42 MPH with bimini top up.  Other cause could be prop.  Aluminum vs. stainless
